The Campus Master Plan and facility inventory was commissioned by President Dr. Robert Exley and the administration of Snead State Community College in the fall of 2008. Krebs Architecture and Engineering, Inc. of Birmingham, Alabama, was contracted to provide master planning services to the college.
Initial meetings with the administration and user groups provided initial guidance and input for this effort. Two main components of this input included a stakeholders group and a steering committee.
The stakeholders group consisted of various interested persons from the Snead campus and beyond; including students, faculty, alumnae, members of the community and local governmental officials. This group, during a meeting attended by approximately 45 persons, provided a broad range of perspectives, historical background, and opinions about the past and future of Snead State Community College.
The steering committee was formed by Dr. Exley and the school administration to provide feedback and critical decision during the design and development stages of the master planning process. This committee met monthly during this period and included the president, the chief financial officer for Snead, the mayor of Boaz, and several college department heads. This committee reviewed preliminary concepts and further design schemes for the master plan which involved both a 5-year and a 20-year timeline.
Krebs Architecture & Engineering, Inc. along with Holcomb Norton Partners and their consultants provided the following services as part of the overall master planning effort:
HISTORICAL ANALYSIS
Study of the existing buildings at Snead State Community College, in particular those within the established historical district, to promote and protect key character defining elements of the campus.
FACILITIES INVENTORY
An evaluation of each building on campus. Selected buildings received a detailed assessment while other typically recent buildings were inventoried with regard to current condition, capacity, functional suitability, and potential for expansion or adaptive uses.
CAMPUS INFRASTRUCTURE MAPPING
Basic inventory of existing utilities, storm drainage, communication, and water service for the campus. Final data will be provided in both hardcopy and digital format.
CAMPUS TRAFFIC STUDY
Providing analysis of parking and traffic circulation issues as part of the master plan development to promote ease of pedestrian circulation and encourage use of nonvehicular transportation on campus.
ATHLETIC FACILITIES MASTER PLAN
To support the continued development in women’s athletics, the overall master plan incorporated the addition of a new women’s softball field and associated support facilities.
CAMPUS MASTER PLAN
Plans for a 5-year and 20-year development horizon, including new and existing buildings, pedestrian circulation, and traffic control which promoted a campus identity.
CAMPUS STANDARDS
Develop a uniform system of building materials, landscaping, site amenities, and signage that reinforce the character and identity of Snead State Community College.
INTERACTIVE CAMPUS MAP
Promote the presence of Snead State Community College on the internet with a new interactive campus map that would provide website visitors with detailed information about the Snead experience. The campus master plan “deliverables” include this master plan summary booklet and accompanying maps along with full size maps and electronic media for campus archives. The original hardcopy archives of the construction drawings for the existing buildings on campus were also inventoried and digitized for the owner’s records.
This master plan is the result of the combined effort of the Snead State Community College faculty, staff, and administration along with their consultants.
